Apply for a road occupancy permit

Construction or utility work that will obstruct, occupy or close a city road, sidewalk or boulevard (also called right-of-way) may require a road occupancy permit (ROP). The ROP will give you access to the right-of-way to construct.

If your work involves stockpiling, staging and access within a City park, you may need a park access permit. For special events, you’ll need to apply for a street party permit.

Types of road occupancy permits

There are six types of ROPs. Review the permit types before you submit your application.

Construction for the types of work referenced on this page cannot begin until the City issues the required permit.

A permit is required to use the City’s right-of-way to make changes to roads or city equipment. Examples include geometric design changes to the road or city equipment.

Before you apply for this permit, you must receive the City’s consent to carry out the proposed work.

Include the following information in your application:

  • Completed Alteration of Road or City Equipment ROP application
  • Construction Certificate of Insurance showing:
    • General liability insurance minimum coverage of $5 million
    • Automobile insurance minimum coverage of $5 million
    • No XCU exclusion
    • Sudden and accidental pollution liability
    • General liability insurance minimum coverage of $2 million (for storage on City’s right-of-way)
    • The original stamp and signature of the insurance company
  • Drawings of proposed works

A permit is required to use the City’s right-of-way to carry out complex construction work. Examples include complex or multiple construction operations by various contractors, subcontractors, suppliers and other persons required or related to a development application approved by the City.

Include the following information in your application:

  • Completed Complex Construction ROP application
  • Construction Certificate of Insurance showing:
    • General liability insurance minimum coverage of $5 million
    • Automobile insurance minimum coverage of $5 million
    • Environmental liability coverage of $5 million
    • Aerial crane trespass coverage of $5 million
    • No XCU exclusion
    • Sudden and accidental pollution liability
  • Construction management plan (CMP)

A permit is required to use the City’s right-of-way to complete engineering investigations, such as:

  • Exploratory excavation
  • Data collection
  • Installation and use of boreholes
  • Monitoring wells in the road
  • Sampling of monitoring wells

If your work involves sampling a monitoring well, make sure to submit all copies of the environmental monitoring reports and sampling data to the City.

Include the following information in your application:

  • Completed Engineering Investigation ROP application
  • Construction Certificate of Insurance showing:
    • General liability insurance minimum coverage of $5 million
    • Automobile insurance minimum coverage of $5 million
    • No XCU exclusion
    • Sudden and accidental pollution liability
    • General liability insurance minimum coverage of $2 million (for storage on City’s right-of-way)
    • The original stamp and signature of the insurance company
  • Applicable drawings

A permit is required to use the City’s right-of-way to complete service connection or disconnection work.

Review the requirements for each type of connection before you apply:

  • If you’re requesting a storm connection, you must have the approved storm connection letter from Environmental Services.
  • If you’re requesting a water or sanitary connection, you’ll need to have a C-receipt and approved matching drawings from the Region of Peel.
  • If you’re requesting a secondary hydro connection, you must have approved Alectra drawings.

This permit can’t be used for any extension of a mainline or any other type of service connection not listed above.

A permit is required to use the City’s right-of-way to place or operate construction equipment, such as:

  • Mobile cranes
  • Construction materials and equipment
  • Waste bins and storage containers
  • Activities that are not already included as work under a complex construction ROP.

If you are a utility provider, you are required to obtain a utility ROP to occupy the City’s right-of-way to complete work on your utility infrastructure.

  • Completed copy of the Utility ROP application
  • Construction Certificate of Insurance showing:
    • General liability insurance minimum coverage of $5 million
    • Automobile insurance minimum coverage of $5 million
    • No CXU exclusion
    • Sudden and accidental pollution liability
    • The original stamp and signature of the insurance company
  • Scalable drawings

Public Utilities Coordination Committee (PUCC)

A PUCC circulation is required for:

  • Proposed work parallel to the right-of-way or utility easements totalling 20 metres or more
  • Above ground installations

Fees

Permit fees are based on the type and range of work. For more information, review Schedule B 1 Transportation and Works of the User Fees and Charges By-law.

Payment types

You can pay refundable fees by certified cheque or bank draft.

If no other securities are required, non-refundable fees can be paid by:

  • Certified cheque
  • Money order
  • Visa
  • American Express
  • Mastercard

Only one form of payment will be accepted per transaction. Certified cheques and money orders must be made payable to City of Mississauga.
